The Characteristics of Korean Distributional System in Japanese Colonial Era 1910-1945: Colony, Enforced Periphery in the Capitalistic World-system

Abstract
The period of Japanese occupation has left some meaningful lessons in the welfare regime. First of all, it evidenced that a distributional system can be anti-people when capitalism is not controlled by democracy. Chosun¡¯s distributional system during Japanese colonization focused around a few pro-Japanese landowners and capitalists. Second, the colonization left private social service delivery system, one of the important characteristics of Korean welfare regime. People against Japanese reign established private organizations, and those who cooperated with Japanese established private organization with the help from the Japanese. Despite some differences, both created privately led service delivery system in the absence of active government. Lastly, the Japanese colonization led to deep rooted anti communism in Korean society, which became a continuing barrier in welfare expansion in Korea.
